When the California Free State declared its independence in 2037, San Francisco was already in disarray. Disease, famine, and social upheaval had wracked the city as severely as any of its famous earthquakes. Then the Japanese military arrived to "protect Japanese lives and property."
Japanese Imperial Marines are now present in strength and a naval task force always within striking distance. Over the intervening years, San Francisco has transformed into a city of clashing cultures. In addition to constructing soaring new corporate headquarters, the resurgent imperialist movement in Japan was determined to transform the new colony into the image of the homeland.
Within weeks of arrival, almost all metahumans were relocated out of the city of San Francisco – mainly to Oakland, which locals now call Orkland. Many non-japanese humans were relocated as well. Only Chinatown survived intact as a PR stunt “to show their ethnic and racial tolerance” which has quickly proven to be a thorn in the Japanese side. No love lost between the two groups, the Tongs have been heavily involved in fighting the Yakuza and building alliances with the local metahuman populations across the bay. The arrogance of the occupation forces has created so much simmering resentment among most San Franciscans that the Underground movement is growing rapidly.
Real political power in San Francisco rests with the Imperial Governor, a military officer appointed by the Japanese government, with headquarters in the Presidio. The current governor, General Shiro Kawanaga, is a virtual dictator, so unquestioned is his power over the city and its inhabitants.
It's a city of two people, brewing trouble and a military occupation that is crushing the city.
